Developing and Writing International Competitive Bidding Documents

Introduction
In an ever increasing competitive environment, with time pressure and tight budgets, projects of all size, types and complexity require professional management to ensure success. Applying the Project Cycle Management (PCM) approach is essential for preparing and submitting proposal particularly International Competitive Bidding (ICB) or proposals and solicitation of funding from donors worldwide. The consideration for result-oriented and greater accountability has fostered a project based paradigm, while the PCM approach ensures optimal resource allocation, various tools for result-based project management have been evolved and adopted for enhancing efficacy of development projects.
The key to an effective bidding document is to follow a methodical sequence to write the proposal. A good proposal needn’t be long, no matter how large the contract or how elaborate the methodology. It should be simply placing a conceptual agreement in context with other required elements of a good proposal, such as accountabilities, terms, etc. The ability to write clear, concise proposals is actually the most important factor in closing and doing business.
IHE Indonesia is organising a 5-days workshop on “ICB proposal Writing” for professionals involved in project planning, formulation and implementation working in consultancy firms, research institutes, training and education organisations, NGOs, government officials and individual consultants. It provides participants an opportunity to learn and apply these techniques and management tools to tailor proposals more adequately to meet the needs of the clients.
The aims of the workshop
· Develop the participants’ ability to investigate problems, analyse alternative strategies and plan a course of action;
· Develop the participants’ ability to organise these ideas in a suitable format for potential donors;
· Understand the principles of how to write an effective International Competitive Bid or proposal, considering the clients and/or donor’s point of view;
· Develop a thorough understanding of their own project concept so that they can justify it to potential stakeholders;
· Learn a methodical approach to developing ICB based proposals.
The workshop encourages participants to become “problem solvers” who can
· Objectively analyse the existing situation and identify the root causes of problems;
· Set appropriate and achievable objectives;
· Select a justifiable approach;
· Develop a programme of activities to achieve their objectives;
· Set appropriate indicators;
· Communicate their proposal to donors and clients clearly and effectively.

Workshop methodology
The workshop uses a highly participative delivery methodology, combining interactive subject-matter presentations with plenary discussions and group assignments designed to enhance team work and to measure learning achievement.
Methods include group discussions, presentations from the trainers and participants, frequent problem solving tasks and extensive practical work based on participants’ own project concepts. Each workshop is unique, depending on the experience and inputs of the participants.
Further, the workshop will teach the participants how to use a standard proposal writing format and style, the most widely used for common International Competitive Bidding documents. During the workshop participants will develop a proposal for their own organisation or agency. Participants will leave the workshop with new skills and the ability to apply those skills to the needs of their organisation and community. Participants are encouraged to bring with them their own project/proposal for workout exercise during the workshop.
Medium of instruction
· English and Indonesian will be the media of instruction for this workshop.
Registration fee
The fee for the workshop is Rp. 5,000,000 per person. The fee will cover the cost of training material on CD and relevant handouts during the workshop, stationary, lunches and coffee breaks, group photographs and certificate.
Costs related to travel; accommodation and dinner are not included in the fee.

Some people do not have the time or experience to write quality bids or tenders themselves and hence they hire a bid writing specialists. This workshop on International competitive Bidding writing is awesome!
